Need to move from using service module in oslo-incubator to oslo_service library

Bug Description

Fixes are no longer being integrated into the incubator version of oslo.service so we need to update to use the oslo_service library to get the latest fixes.

I have started working on this. Unfortunately it is more than a couple like change. Going to keep working it and try to get it in soon.
