juno using oslo.i18n support that is > oslo.i18n 1.0.0

Bug Description

I hit this in the 2014.2.2 stable release of juno.

requirements.txt has oslo.i18n>=1.0.0

However, commit 3965a5f72984fabfa131ef5359a2959a80787a22 "Remove import of private _lazy module" introduced support that is not available until a version later than 1.0.0 and as I understand it, there shouldn't be any dependency version bumps in stable releases. I'm able to work around it in the ubuntu packaging by reverting the commit, but a proper fix would be ideal. Thanks.
