netapp eseries driver doesnt fail if invalid controller IP is specified

Bug Description

The NetApp e-series driver has a configuration parameter 'netapp_controller_ips' that takes a comma separated list of controller IP addresses. If one of the IP addresses is invalid, the driver simply omits this from the list and proceeds with the incomplete configuration (both controller IP addresses are needed for the driver to be fully functional).

    Raise exception if invalid IP is specified

    This patch ensures that all values specified for the configuration
    option netapp_controller_ips are valid, rather than logging and
    continuing with only the valid addresses.
