cinder.sample.conf gets out of sync every time a dependency changes

We keep running into gate issues because our cinder.conf.sample file is out of sync whenever a library we are dependent upon makes a config file change. In our meeting today we discussed this issue and it was proposed that we stop including configuration options from libraries in the sample config file: http://eavesdrop.openstack.org/meetings/cinder/2014/cinder.2014-11-19-16.00.html

This bug is to track that work.
