Bug Description

Cinder Consistency Groups support is added in the Juno release:
https://blueprints.launchpad.net/cinder/+spec/consistency-groups

IBM GPFS cinder driver needs to be enhanced to support the consistency groups, in the Kilo release.

Since this is not a new feature, but we are extending the existing cinder volume consistency group feature added with https://github.com/openstack/cinder-specs/blob/master/specs/juno/consistency-groups.rst in the GPFS cinder driver, as Jay Bryant suggested, we have not created a new BP/spec, instead created a bug for adding this functionality.
