devstack fails because cinder api did not start

Bug Description

Cinder API actually starts, but it's terribly slow so devstack times out.
This is happening on vmware NSX CI which uses precise-based devstack images.
Never observed on trusty.

This is probably not a devstack bug - but it would be good if it can be reproduced outside of vmware nsx ci.

Anyone is going to need more information than this to help. What happens with you try to start the cinder api service after a failure? Any stack traces? Can you do an strace on the process?

is a fast moving project and we'd like to get the tracker down to
