Bug Description
During auto zoning testing, we found that we need to change the default noaccess to allaccess on the Brocade switches for it to work with our driver. Need further investigation.

Some update for the VMAX FC driver. The look up service expects the driver to pass in a list of initiator wwns and a list of target wwns and uses that as a starting point to build the initiator target map. For a driver that doesn't use the look up service (VMAX driver), it needs to build the initiator target map itself. The VMAX driver uses SMI-S. If the initiator is not logged into the array, the SMI-S query won't return the list of target wwns. With noaccess, the initiator won't be able to log in to the array and therefore can't find target wwns for the initiator. This is why allaccess is needed in our case.
