Volume stuck in "deleting" state cannot be deleted.

Restarting cinder-volume fixed my problem... still a bug though.

I have removed openstack-ci from the bug as this appears to be an interaction with nova and cinder (which I have added to the bug).

Can you provide cinder-api and cinder-scheduler logs please? There are a whole bunch of things that can cause this, and it is impossible to narrow it down without the logs.
