How reproducible:
3/3

Steps to Reproduce:
1. start cinder
2. wait 1 hour
3. cinder create --display-name vol1 1

Actual results:
voulume in ERROR

Expected results:
ACTIVE

This is probably duplicate of:

Could you please confirm this by looking at the c-vol logs?
