Bug Description
Cinder backup should periodically report performance stats to ceiliometer while running a backup, to enable performance to be analysed and improved.
Sending an even every chunk is going to flood ceiliometer with excessive events in many setup, so sending an event every N chunks or every N meg backed up (configurable) is probably preferable.
