missing caching in GlanceImageService.download() (cinder/image/glance.py)

Bug Description

At the moment when creating a volume based on an image the image will be downloaded every time. There is no caching available in GlanceImageService.download(). I think caching should be introduced there to potentially save bandwidth between cinder-volume nodes and the image service.

I'm not sure if this feature needs it's own blue print or if a bug report is sufficient. Please point me in the right direction.
