Bug Description

cinder.conf has the option to assign an availability zones (AZ) to each cinder node and `cinder create` accepts --availability-zone switch.

The default AZ for both storage and compute match to be 'nova' but if modified, `euca-describe-availailability-zones` and `nova availability-zone-list` show only nova AZs and ignore the cinder AZs.

I'm not sure this is a bug. As I understand it there is no awareness of the availability zones of other services.

'nova availability-zone-list' shows the compute availability zones that have been defined.

'cinder availability-zone-list' shows the cinder availability zones that have been defined.
