Bug Description

017_add_encryption_information.py

If it fails part way through, it is unrecoverable since it adds columns and fails if they are already in place.

Note, it failed half way through for the same reason https://bugs.launchpad.net/cinder/+bug/1233861 did.

I believe these are due to the same root cause and yes I think that the charset default is causing the problem. I've submitted a patch against 1233861 that I think should close both of these, however I don't want to mark this as a duplicate quite yet.
