HyperV doesn't work with CHAP in Storwize/SVC driver

The HyperV driver doesn't support CHAP authentication, which is always enabled by the Storwize/SVC driver.

    Storwize/SVC: Optional CHAP authentication

    The Storwize/SVC driver doesn't work with Nova drivers that don't
    support CHAP (e.g., HyperV). This patch makes CHAP optional.
