python-novaclient is listed in test-requirements.txt but should be in requirements.txt as it is a runtime requirement for Havana Cinder.

    Move novaclient to requirements.txt

    novaclient is a runtime requirement in Havana both for volume
    migration and qemu-assisted-snapshots.
