get_connector_properties in brick requires both iscsi and fc

Bug Description

get_connector_properties() calls get_initiator(), which raises an exception if iSCSI is not configured. This is reasonable for an FC-only environment, and should therefore shouldn't raise an exception. Same with get_fc_hbas(), which raises RuntimeError if no FC HBAs were found.

    Allow connect by FC-only or iSCSI-only systems.

    Currently the brick code raises exceptions if it cannot determine the
    initiator name or FC HBA information. This patch makes this information
    optional, as Nova does.
