Incorrect status in the notifier and missing a notifier when failed to create a volume

Bug Description

There are 2 issues in the notifier of creating volume.

1. Incorrect 'creating' status in the notifier once the volume is created. The status should be 'available', not 'creating'.

2. There is no notifier when it fails to create a volume.
