Need notifiers for create/destroy of volumeType and create/update/delete of VolumeTypeExtraSpec

There is no any notifier for the operations of create/destroy of volumeType and create/update/delete volume type extra specs. There is no way for other clients or components know the changes of the volume type and the volume type in extra specs, especially the delete case.
