Bug Description
Cinder iscsi.py should use the --force option when performing tgt-admin delete. The --force option was abandoned a while back because it didn't work, however it turns out that Vish discovered the reason it didn't seem to work is that the ordering matters on the arguments. The --force MUST be specified before the --delete argument.
