Bug Description
This is a file that should be private for security purposes but during initial bug shooting of our heroku and cloud9 builds it was made public to allow for git pushing of it. I believe during rake:db migrate this file should be generated locally but I'm not sure. The code runs if it's a public file but it should be private for security purposes.

I believe this is an issue with a .gitignore file we need to configure.
