Webcams plugged or unplugged after cheese startup not recognised

Binary package hint: cheese
When starting Cheese 2.29.5 the webcams currently plugged in are detected. If a new USB webcam is plugged or any webcam is unplugged this change is not recognised by Cheese.
When the active webcam is unplugged there could be a message that the webcam is no longer available.
When the Edit/Preferences window is opened the camera detection could be run to reflect the current state of the plugged and unplugged webcams the same like when the application is starting.
