Submission tab on qt interface needs warning label ONLY when tests were not completed.

Bug Description

This is a follow-on bug to #967457 in which the warning label on the Submission tab was displayed all the time rather than only when necessary.

That bug was worked around for the 12.04 release, so for the first checkbox SRU we need to revisit the label. The intended behaviour should be:

If on submit tab and testing still in progress, display informational message
if on submit tab and testing complete and all required tests were performed, display informational message
if on submit tab and testing complete and some tests were skipped, display a warning message using the original text:

Warning: Not all tests have been run yet.
You can send the results now, but the submission won't make it to Ubuntu Friendly.

Marking as Triaged, as we know the work to be done. I also removed the milestone and set importance: Low, since, unless we get exceptions approved, we won't be able to change this for Quantal in time. Thus we're in no big rush to have this feature.
