Attachments always executed regardless of dependencies

Bug Description
I'd like to add the log file of a test case as an attachment since adding it as a comment in the test case makes the report visualization difficult. However, it looks like the attachment is always executed regardless of the dependencies.
It's not a big problem since an empty file can be attached if the expected file isn't found, but it would be much better to run the job only when dependencies have been met.
