[Checkbox-plano] Request to re-order the test cases for uefi/fwupd-lvfs and uefi/fwupd-local.

Steps：
1.Install checkbox-plano under St-Louis or Caracalla platforms.
  $snap install checkbox-plano --devmode
2.Input the configuration before test.
  $checkbox-plano.configure
3.Run Checkbox-plano.
  $checkbox-plano.st-louis-test-runner or $checkbox-plano.caracalla-test-runner
4.Select to run the test cases "UEFI (Unified Extensible Firmware Interface)".
5.Check the sequential order from test cases.

Result:
...
uefi/fwupd-lvfs
uefi/fwupd-local
...

It will run fwupd-lvfs case first and then do fwupd-local case.

Expect Result:
Request to swap these 2 cases: Do fwupd-local case first and then run fwupd-lvfs case.
