Checkbox cannot resume the incomplete session

[Steps to reproduce]
1. Do the Stress test test plan and wait it complete
2. Press Ctrl-C to cancel the job
3. Close terminal
4. open another terminal to run checkbox

[Expected result]
checkbox could resume incomplete sessions

[Actual result]
It show "There are 0 incomplete sessions that might be resumed"

the flags is "submitted" in the session file

I would like a clarification on:

"Checkbox cannot resume the incomplete session"
vs
"1. Do the Stress test test plan and wait it complete".

When are you interrupting the session with ctrl+c?

It's the end of the screen show "the failed/skip cases need to be rerun"

The situation is I rerun a failed case and it still failed, so I press ctrl+c to close checkbox for checking the error
