We need systemd compatibility for running CI on vivid

As vivid is officially switch from upstart to systemd, we will need the compatibility for it in our CI testing.

For CI server testing, it's using a script in /etc/init, which is not going to be started on Vivid, we will need to mimic a service file for it.
