checkbox-touch build-me should complain if get-libs was not run

Bug Description

I tried to build my own click package from a branch I was reviewing and got:

file:///opt/click.ubuntu.com/com.canonical.certification.checkbox-touch/0.2/main.qml:24 module "io.thp.pyotherside" is not installed

Just because I forgot to run get-libs.

The script should:

1. Automatically call get-libs if this tool was never run on the branch

Or

2. Just exit with an informative warning saying that the package builder should call get-libs first.

IMHO the real bug is that we use custom build logic that is outside of
the normal build flow. Can we have a bug instead, that tracks us moving
to something that the SDK / QtCreator understands so that anyone can
open the project, click on the nice green arrow and get it to work please?
