Bug Description
The head revision of promulgated bundle can be retrieved using a two-part bundle-id:
/api/3/
A 3-part bundle-id could be used to specify an un-promulgated bundle:
/api/3/
3-part bundle-ids are implemented, but they specify 'promulgated': True. So they cannot retrieve the head revision of an un-promulgated bundle.
