Bug Description

I came across this while reviewing a PR in the review queue. The error did not seem to be related to the PR (I was able to reproduce it in trunk), so I am filing a separate bug here.

To reproduce:

1) Checkout wordpress locally.
2) Run bundletester. e.g.:
    cd /path/to/wordpress
    bundletester -t .

The tests will run, and pass, but the wordpress will be in an errored state:

    hook failed: "cache-relation-changed" for memcached:cache

The relevant error in the logs seems to be the following:

    2016-07-14 16:28:59 INFO cache-relation-changed ESC[31;1mError: ESC[0mLatest version already installed.

This occured on an Ubuntu Xenial machine, deploying locally to trusty lxd containers. I'm running Juju 2, beta 8

This bug has been fixed in the major maintenance performed on the wordpress charm, now known as cs:wordpress-0.

The machines are not left in an errored state after the tests have been run.
