Bug Description
While the charm will be upgraded every time upgrade-charm is run, this option would be for longer running environments. With possible values such as: never, minor-only (X.X.0 releases), major (X.0 releases and X.X.0), all (every upgrade available). This would likely a be a cron configured to run every X hours.
When #1057678 lands, this option would be either never or all. Never locking in the current version, and all constantly updating to whatever value is set when it's not stable.
