If the block-devices config value changes between the install and storage-relation-joined hooks firing we get devices added to the ring which have not been formatted or mounted i.e. not usable by swift. The simple solution to this is to do setup_storage() in the storage-relation hook instead of the install hook. |

The charm also does not support safely adding new devices to the ring post-install without trampling on existing devices. |
