Bug Description
We picked up on this change from pyjuju when testing changes to rabbitmq-server HA.
pyjuju used to fire the -departed/-joined hooks when a service unit participating in a peer relation was bounced/went down unexpectedly. juju-core does not do this.
This feature was used in the quantum-gateway to facilitate automated recovery of l3 and dhcp services in neutron; removing the service unit from the service has the same effect, but if obviously not automatic.
