Bug Description
We ran into an issue where our charm was prevented from creating a database because the database "template1", the default template for new postgresql databases, was in use by another connection. Turns out this other connection came from the postgresql charm.
It's probably best to have the postgresql charm connect to the "postgres" database instead of template1.
