db and db-admin share interface

Bug Description
Both the db and db-admin relationship types declare their interface as 'psql'. This may have been correct originally, however now the db interface has been extended with 'schema_user' it no longer is. In addition, clients using the db-admin interface need to behave differently than clients using the db interface because db-admin connections need to decide what database they connect to (and maybe create it) unlike db connections which can connect to the database they are instructed to.

Per Bug #1167249, we will probably have to drop schema_user entirely. If so, this bug becomes INVALID.
