start hook should fail if the license can't be posted

Bug Description
If the plumgrid license can't be posted, the start hook should fail.
Currently, if the license post fails, the start hook retries 10 times, but if it still fails after 10 attempts, the failure is ignored and the start hook succeeds.
See the attached log for an example.
