Bug Description
The non-admin user could not change the protected image to unprotected via horizon, Even though , the image was uploaded by the same user.
The following error was poped up on the dashboard
Error: Unable to edit the image custom properties.
However this is possible via CLI.
In addition, the admin user can through the horizon too.
