No VPNaaS Panel on dashboard (Queens)

Bug Description

After all installation I try to enable VPNaaS dashboard but it doesn't appear on horizon dashboard.

I'm using LXD containers with Ubuntu Xenial (16.04) and Openstack Queens version.

VPNaaS is not supported in the OpenStack Charms since Trusty-Icehouse.

It was previously possible to enable on Trusty-Mitaka however this was removed in the 18.05 Charm Release.

There is no support for VPNaaS on Xenial for any OpenStack charm version. Additionally, the python-neutron-vpnaas-dashboard project is not packaged which is required in Queens for the dashboard support to work (which is likely why it is not working for you in particular).

The team is not planning to integrate VPNaaS at this time due to low upstream support, however, if it is integrated in the future then they will need to package and enable the neutron-vpnaas-dashboad project.
