Bug Description
The ntpmaster charm seems to use python2 only (the hook python files use /usr/bin/python), and python2 is not available by default on Xenial+ machines.
Possible solutions include:
- porting to python3 (needs a charmhelpers refresh and 2to3)
- making the install hook a bash shim that installs python2 before calling the "real" install hook.
