CEPH_SECRET_UUID shouldn't be a hard-coded value

Bug Description

CEPH_SECRET_UUID is currently hard-coded in the nova-compute charm (hooks/nova_compute_context.py). Ideally this would be auto-generated at ceph cluster install time, or an immutable config option (i.e. once you've set it you can't change it), but in any case it'd be nice to have it as a config option with a note that you should only set this at install time.

This might not actually be required for later openstack releases, where the secrets might be passed from cinder to compute as required - the mon hosts definately are now.
