feature: Add pci_alias option to enable sriov feature

nova-cloud-controller charm (nova-schedule) is lack of support for sriov because of missing pci_alias option [1] now.

Note that its still possible to use SR-IOV devices; adding this feature allows flavors to set requirements for PCI devices so is part of making SR-IOV accessible:

    Add pci-alias option

    Add a new pci-alias option which supports the use of PCI
    devices in flavors. This allows, for example, a GPU or
    a SR-IOV device to be automatically allocated to an
    instance using a specific flavor.
