'network' service in Keystone still points to nova-cloud-controller even though it's related to neutron-api

Bug Description

I deployed two clouds with pretty much the same config. The first cloud worked alright, but in the second cloud I couldn't access neutron. Looking at the keystone catalog, the 'network' service was still pointing to the nova-cloud-controller ip.

After removing and re-adding the neutron-api->keystone relation, things worked as expected again.
