Unable to disable/enable neutron security groups on deployment environment

If quantum-security-groups is enabled/disabled after charm is deployed, it needs to call the compute_joined to propagate the change to the compute.

If not then the compute nodes do not make the necessary changes for security_group configurations

I suspect that the compute nodes will leave cruft iptables rules lying around as well; so this need a little more that just re-running the hook.
