Allow dhcp agent options for metadata

The most recent dhcp_agent.ini template (havana) sets 'enable_metadata_network' and 'enable_isolated_metadata' only if the nvp or nsx plugins are used.

Other configurations, for example using a flat provider network, can also require enabling these options for metadata access within the DHCP namespace.

I suggest a direct config option, rather than only assuming from the enabled plugins.

    Expose metadata config options

    Expose the 'enable_metadata_network' and 'enable_isolated_metadata'
    configuration options. enable_isolated_metadata enables metadata the
    metadata service on networks with no router port.
