neutron-api charm does not configure dns_domain

Bug Description

The 'neutron-api' charm does not configure the 'dns_domain' Neutron configuration in /etc/neutron/neutron.conf. The template file: https://github.com/openstack/charm-neutron-api/blob/master/templates/pike/neutron.conf is missing this configuration option.

The "dns-option' in the charm should propagate to the template file and then to /etc/neutron/neutron.conf. This is required for proper internal DNS integration in OpenStack.

This seems to be new to Pike and Ocata, as in Newton I see the template correctly configures dns_domain:
