neutron-api charm doesn't allow to inject neutron.conf config-flags

Openstack charm service settings e.g. "nova-cloud-controller" has options to modify nova.conf through config-flags (string).
There should be a feature to update neutron.conf within nova-cloud-controller / quantum-gateway charms etc; as most of the conf files are locked by juju i.e.
[ WARNING ]
# Configuration file maintained by Juju. Local changes may be overwritten.

another such example would be editing /etc/neutron/plugins/ml2/ml2_conf.ini under Neutron Gateway / Compute node.

While some neutron support does still exist in the nova-cloud-controller charm it has essentially been deprecated in favour of moving it to the neutron-api charm (lp:charms/trusty/neutron-api) which provides all neutron features supported in nova-cloud-controller plus any added since the move. The neutron-api charm does not yet support config-flags option though and we can look at adding this in. Could you please provide some detail as to the sort of neutron config options you would like to be able to set via a config-flags option?

The lack of the ability to add config options to ml2_conf.ini has been really biting me right now, there are some very useful extensions such as the ML2PortSecurityExtensionDriver which cannot be turned on since this functionality is missing.
