Bug Description

It would be great if the charms allows to put dhcp_agents_per_network settings in neutron.conf. Currently only I can do is put it into templates of neutron.conf in the charm directly.

The value "dhcp_agents_per_network" is useful to make DHCP agents redundant.

# Number of DHCP agents scheduled to host a network. This enables redundant
# DHCP agents for configured networks.
# dhcp_agents_per_network = 1

config-flags for neutron.conf also sounds good to me.

We will be focusing on enabling more Neutron HA features this cycle; this drops right into that bucket of work.
