Bug Description

The symptoms are similar to lp#1355848, same unit showing inconsistent relation data against each (3way) mysql percona cluster:
http://paste.ubuntu.com/8475189/ there keystone/2 against mysql/2 lacking password (FYI same output for keystone/{0,1})

charms in use (config-manager excerpt):
mysql lp:~openstack-charmers/charms/trusty/percona-cluster/trunk;revno=37
keystone lp:~openstack-charmers/charms/trusty/keystone/next;revno=79
