no support for nrpe-external-master subordinate

Bug Description

The mongodb charm doesn't currently have support for the nrpe-external-master charm. This bug is to track adding such support, as it's needed as part of deploying mongodb in openstack with Canonical's IS department. To be clear, we're happy to do this work and will be scheduling it soon, but are creating this bug to track that.

Hi, Tom.

The latest charm that hit the charmstore (for both trusty and xenial) now has this one implemented and you can relate it to nagios.

Can you please verify this works as expected on your, and if not, reopen this bug?
