Expose option to enable/disable uploads on mediawiki charm

Bug Description

The mediawiki charm need to expose an option to enable/disable uploads. Right now, the only way to do that is to manually ssh to the machine and edit LocalSettings.php by hand.

Additionally, to support image uploads in particular it is assumed ImageMagick is installed in order to use the convert binary.
