keystone does not create requested_roles when no endpoint is being registered

Bug Description
The identity-changed hook creates new roles as requested by the remote charm; however, if the remote service is not registering an endpoint then this code is never actually reached.
This happens with the openstack-dashboard <-> keystone relation.
This problem is masked when deploying with swift as well (which registers an endpoint and requested roles which does work).
